Dear Groundwork Jacksonville supporter,
In just two years since City Council approved Groundwork Jacksonville’s Emerald Trail Master Plan, we have made amazing progress in bringing this century-long dream to life.
Construction of the first segment of the Trail – the LaVilla Link – will begin this summer, and Groundwork has begun design of the second segment connecting FSCJ to the river along Hogan Street. As you know, we also have led the natural channel design of McCoys Creek with construction of Phase 1 to begin next month. Also next month, Groundwork will kick off the Hogans Creek restoration design. We have accomplished so much, so quickly, and all with the engagement of stakeholders, including residents.
Groundwork has raised millions to support trail design and creek restoration from both private donors and federal partners including the National Fish & Wildlife Foundation, NOAA, the EPA, and the Rails-to-Trails Conservancy. Now, thanks to City Councilman Matt Carlucci, we may have a dedicated funding source that could accelerate the Emerald Trail construction timeline.
Councilman Carlucci is introducing an amendment at Wednesday’s City Council Committee Meeting of the Whole that will divert gas tax money from the proposed JTA Skyway conversion to Groundwork’s Emerald Trail. Carlucci’s proposal is reported to have the backing of Mayor Lenny Curry and Council President Tommy Hazouri.
While this is very encouraging, the amendment must be approved by the City Council. That is why we must mobilize quickly to let members of the Council hear from all of us why they should support a dedicated source of funding for Groundwork’s Emerald Trail construction.

Please reach out to members of the City Council NOW by telephone or email and tell them how important Groundwork’s Emerald Trail will be to the quality of life for all residents. Make sure they know how important this project is to you and to future generations.
We also ask that you participate in one of the upcoming Town Hall meetings, either in person or virtually, at which the gas tax will be discussed.
